The oldest surviving written records come from 1441, when the village together with Budišovice belonged to the counties. In 1619 the Great Polom belonged to the owner of that time the Praguers of Bílkov. At the end of the 17th century it became part of the Klimkovice estate of the Vlčeks of Dobrá Zemice. After its abolition, Horní Lhota was incorporated into the district of Opava, from 1896 to 1960 the village belonged to the district of Bílovec, in 1975 again to the district of Opava, and since 1990 it is an independent municipality.
The village of Horní Lhota lies at an altitude of 404 meters above sea level, in the eastern part of the Opava region, about 10 km west of Ostrava - Poruba. On the southern and western outskirts of the cadastral area is in a pleasant natural environment in the valley Porubka extensive recreational development - locality Zátiší. In the southeastern part of the village lies the hamlet Stará pila - a group of family houses and holiday cottages. Near the village there is Vaňkův kopec, where there is a ski area with a ski lift.
