The village of Hora Svatého Šebestián is located in the Ore Mountains thirteen kilometers northwest of Chomutov at an altitude of about 840 meters. The exact time of the beginning of the settlement of today's Hory Sv. Unfortunately, Šebestiána is not known to us, but there are several rumors and unsubstantiated reports about the establishment of the village. Probably the most likely rumor says that in 1384, the Prague burgher and mining entrepreneur Jáchym Rothloew started here with the permission of Emperor Karl IV. search for ores. His finds were rich, therefore mining was also started here and incoming miners founded a settlement here. According to legend, it was called "Passberg" (it got its name from the designation of the summit pass where it was created) and a guard station was set up in it to protect travelers and merchants. The historical core of this rumor is really true, because the territory of Hora Sv. Since the early Middle Ages, an important trade route from Chomutov to Saxony passed through Šebestián, which was part of an important north-south trade artery from northern Germany via Leipzig, Chomutov and Prague further south.
The oldest surviving direct written report about St. Sebastian's Mountain dates from 1558 or 1560. It is listed under the name "Sant Sebastiansberg" in the urbary of the Chomutov manor.
